Project Description: Verizon Wireless proposed to install three sectors of antennas on the roof of the building located in Louisville, Jefferson County, Kentucky. The purpose of this FCC Form 621 Submission Packet is to evaluate the effect of the proposed project on those properties located within the areas of potential effect that are listed in, or eligible for, the National Register of Historic Places. The study met Federal Communications Commission responsibilities pursuant to the National Historic Preservation Act and the National Environmental Policy Act. The FCC Form 621 Submission Packet was completed in accordance with “Nationwide Programmatic Agreement for Review of Effects on Historic Properties for Certain Undertakings Approved by the Federal Communications Commission,” (“Nationwide Agreement”), dated September 2004, and the relevant rules of the FCC (47 C.F.R. §§ 1.1301–1.1319) and the Advisory Council on Historic Preservation (36 C.F.R. Part 800).
Before entering the field, all available information pertinent to the project area was identified and reviewed. This task included an investigation of the records of the State Historic Preservation Office at the Kentucky Heritage Council in Frankfort. Geographic Information Systems data indicated that one historic architectural resource had been previously documented within the area of potential direct effects for the proposed project. In addition, the records review revealed that hundreds of previously surveyed historic properties are located within the .5-mi radius area of potential visual effects for the proposed project. Through discussions with the State Historic Preservation Office, it was determined that only the National Register-listed historic districts and the national cemetery located within the area of potential visual effects would be surveyed. Five National Register historic districts—Butchertown, Phoenix Hill, Highlands, Smoketown, and Cherokee Triangle and the Cave Hill National Cemetery were identified within the area of potential visual effects for the proposed collocation.
During the field survey, Resources 1–7 were documented, and it was determined that all seven resources retain historic integrity and associations to remain eligible for listing in the National Register of Historic Places. Although the proposed collocation will be located on the roof of Resource 1, it does not appear that the antennas will be visible from the two primary elevations of the building. Given the small size and location of the antennas, the proposed collocation will have no adverse effect on Resource 1. The collocation site is located within the Highlands Historic District (Resource 4), but it is only visible from the parts of the district immediately surrounding it. It does not appear that the collocation will negatively impact the qualities of the district that make it eligible for listing in the National Register of Historic Places; therefore, the proposed project will have no adverse effect upon Resource 4. The collocation site is not visible from Resources 2, 3, 5, 6, and 7, so the proposed project will have no effect upon these properties. Therefore, a determination of “no historic properties adversely affected” was recommended for this project.
