Location: Elkhart County, Indiana
Client: NiSource, Inc.
Date: June 2007
CRA Project Manager: Craig Potts

Project Description: NiSource, Inc., plans to construct a 250-foot self-supporting radio tower just south of Bristol, Elkhart County, Indiana. A FCC Form 620 Submission Packet was conducted to evaluate the effect of the proposed project on those properties located within the area of potential effect that are eligible for listing or listed in the National Register of Historic Places. This study met Federal Communications Commission responsibilities pursuant to the National Historic Preservation Act and the National Environmental Policy Act. This FCC Form 620 Submission Packet was completed in accordance with “Nationwide Programmatic Agreement for Review of Effects on Historic Properties for Certain Undertakings Approved by the Federal Communications Commission,” dated September 2004, (“Nationwide Agreement”) and the relevant rules of the Federal Communications Commission (47 C.F.R. §§ 1.1301-1.1319) and the Advisory Council on Historic Preservation (“ACHP”) (36 C.F.R. Part 800).

Before entering the field, all available surveys, reports, and other data pertinent to the project area were identified and reviewed. This task began with an investigation of the records of the State Historic Preservation Officer at the Indiana Division of Historic Preservation and Archaeology. These records revealed that one property located in the area of potential effect had been identified in the Elkhart County Interim Report county survey. The National Register eligibility of this site was reevaluated for this report. Following the preliminary archival research, CRA assessed all previously surveyed properties within the area of potential effect for historic significance. During the field survey, two previously identified sites were documented. Neither of these sites appears eligible for inclusion in the National Register of Historic Places. Thus, the proposed project will have a no historic properties effected determination.
